Grand Jury

LISBON — A Lisbon man accused of having a weapon at a detention facility was served Thursday with a secret indictment issued by the Columbiana County Grand Jury for a felony.

Jarrod Westover, 24, North Market Street, Lisbon, was charged with possession of a deadly weapon while under detention, a fourth-degree felony, for allegedly having a deadly weapon described as a metal rod filed down to a point at a detention facility on Feb. 24.

Also served with a secret indictment was Brian Clark, 48, state Route 154, Lisbon, charged with aggravated possession of drugs, a third-degree felony, for allegedly possessing methamphetamine on Jan. 8, 2023 in an amount equal or greater than bulk but less than five times bulk.

LISBON — A Pennsylvania man caught in a sex for hire sting last year entered a guilty plea recently in Columbiana County Common Pleas Court for attempted unlawful sexual conduct with a minor.

Steven R. Stark, 46, New Milford, Pa., will face sentencing Dec. 19 for the fifth-degree felony charge. Charges of third-degree felony compelling prostitution, fifth-degree felony possessing criminal tools and misdemeanor engaging in prostitution will be dismissed

Stark was accused of responding to a posted undercover ad of an adult female and 15-year-old female on a known prostitution website and arranging to have sexual conduct with both females in exchange for $320, then arriving in East Palestine on Aug. 7, 2023 for the meeting.

Municipal

LISBON — In Columbiana County Municipal Court, a preliminary hearing was set Oct. 17 for Ryan Butler, 39, Desellem Road, Lisbon, charged with fourth-degree felony grand theft auto for allegedly stealing a car he was seated in as a passenger on Sept. 16 in Lisbon. The car was running with the keys in the ignition in the Save A Lot parking lot and he was a passenger and was seen on video footage switching to the driver’s seat and driving away.

Joseph Adams, 47, Holliday Street, East Liverpool, was found not guilty after a trial to the court for domestic violence. Costs were taxed to the state. The charge stemmed from an alleged incident on Jan. 9 in East Liverpool when a woman claimed he threatened her.

Lorie Harmon, 52, last known address Lisbon Street, Wellsville, was fined $500 and sentenced to 180 days in jail, with 150 days suspended and credit for 13 days served, leaving a balance of 17 days still to serve in jail for domestic violence. She was ordered to complete 80 hours community service and to have no contact with the victim. She was accused of causing physical harm to a woman on Sept. 1 in Wellsville, choking her, shoving her into a door and hitting her in her hand.

A domestic violence charge against Elizabeth McCauley, 50, Third Street, Wellsville, was dismissed due to the victim not cooperating. McCauley was accused of allegedly punching a juvenile and grabbing the juvenile on Feb. 16 in Wellsville.

A pretrial was set Dec. 10 for Delaney Veon, 21, Vine Avenue, Salem, charged with domestic violence for allegedly choking a man during a physical altercation on Aug. 4 in Salem.

Jason Miller, 35, New Brighton, Pa., was fined $500 and sentenced to 180 days in jail, with 178 days suspended and credit for two days served, for domestic violence. He was ordered to complete 80 hours community service and to have no contact with the victim. Miller was accused of throwing items in a home, hitting walls, slamming doors and then pushing a woman’s face while cursing and yelling at her and then pulling her hair on Sept. 21 in East Palestine.

A pretrial was set Oct. 17 for Indya Swann, 24, Commerce Street, Wellsville, charged with obstructing official business, drug paraphernalia, misuse of credit cards and receiving stolen property. Swann was accused of allegedly taking off running during a traffic stop in East Liverpool on Oct. 3. She was caught moments later and police found a burnt silver pipe inside the handle of the driver side door where she had been seated. On Aug. 25 in Lisbon, she allegedly used stolen credit cards at the Dollar General store and McDonald’s and online at Temu for $491.70 in charges. She was also fined $340 for expired license, yield sign, no license and failure to dim headlights.

A pretrial was set Dec. 5 for Bud Nelson Hull, 45, West Ninth Street, East Liverpool, charged with drug paraphernalia and disorderly conduct for allegedly being intoxicated in public after being found by St. Clair Township police stumbling in the street and in possession of a blue straw with residue on Sept. 27.

A pretrial was set Oct. 24 for Malik Pullie, 27, Commerce Street, Wellsville, charged with drug paraphernalia for allegedly possessing a pipe a two fold ups with a powder substance during a traffic stop on Oct. 14, 2023 in St. Clair Township.

A probation violation hearing was set Nov. 18 for Richard Short, 56, Washington Street, Lisbon, for a 2024 case for aggravated menacing and domestic violence for an incident Feb. 6 in Lisbon when he yelled at a woman and made a threat.

Lindsey Schmidt, 35, Seigler Road, Salineville, was fined $100 and given a suspended 60-day jail term for permitting underage consumption. She was ordered to complete 20 hours community service. Schmidt was accused of selling alcohol to an underage person at Thomas Market in Hanoverton on Sept. 19.

Tyler Gardner, 32, Prospect Street, Salem, was fined $300 and given a suspended 60-day jail term for permitting underage consumption. He was ordered to complete 80 hours community service. Gardner was accused of selling alcohol to an underage person at Fernengel’s Tavern in Salem on Sept. 19.

Haley Reese, 28, Pancake Clarkson Road, Rogers, was fined $200 and given a suspended 30-day jail term for drug paraphernalia. She was ordered to complete 40 hours community service. Reese possessed a straw with white powder residue on it during a traffic stop on Sept 24 n East Liverpool.

A pretrial was set Dec. 19 for Christian Lopez, 26, Ocala, Fla., charged with operating a vehicle impaired and improper/expired registration.

A pretrial was set Dec. 17 for Kathleen Witmer, 54, West Southern Avenue, Columbiana, charged with OVI first offense, OVI breath first offense and speeding.

A sentencing hearing was set Nov. 5 for Kimberly Beatty, 32, Ohio Avenue, East Liverpool, who pleaded guilty to unauthorized use of a motor vehicle, drug paraphernalia and OVI. Beatty was passed out behind the wheel of a vehicle she didn’t have permission to drive and possessed a pipe with burnt residue on Oct. 3 in East Liverpool.

A court trial was set Nov. 21 for Grant Cope, 40, Depot Road, Salem, charged with improper passing.

A pretrial was set Oct. 21 for Michael Caligiuri, 64, Southridge Drive, Salem, charged with speeding.

Deryck Inderbitzen, 19, Pinewood Drive, New Waterford, was fined $75 for speeding.
