Charges are pending in Madison Twp. shooting
LISBON — Sheriff Brian McLaughlin said additional charges are pending related to a shooting Wednesday at a state Route 45 residence in Madison Township that left a man injured with a shotgun wound to the leg.
The sheriff’s office received a call at 4:07 p.m. from a woman who reported a man she knew shot Shawn Harpold in the leg with a shotgun and Harpold was being driven to the emergency room at East Liverpool City Hospital.
According to the sheriff’s report, a sergeant with the sheriff’s office was able to talk with the victim before he was flown to a Pittsburgh hospital for treatment.
The report said the victim advised they were in the house and the alleged shooter was high on drugs when he pulled a shotgun on him, he told him to go ahead and shoot him and he shot him.
The suspect had apparently fled the residence in a Jeep before deputies arrived.
McLaughlin said no charges have been filed yet for the shooting itself, but the man identified as the alleged shooter was taken into custody on other charges after deputies received a report of a suspicious person on Mick Road in Yellow Creek Township later in the evening.
A woman reported arriving home to find a man in the driveway with a gas can sitting close to him and he had a dog on a leash at 6:58 p.m. Wednesday. When deputies arrived, he was still there and taken into custody. The Jeep was found on Y&O Road.
A pretrial was set March 20 in Columbiana County Municipal Court for Hunter Congrove, 22, state Route 45, Lisbon, who was charged with illegal use or possession of drug paraphernalia for allegedly possessing a clear pipe with burnt residue on it and resisting arrest. The affidavit said deputies were called to Mick Road, Wellsville for suspicious person, noting the suspicious person matched the description of a person involved in a violent crime that occurred earlier in the day. Deputies attempted to take him into custody and he pulled away from deputies and resisted by force.
When McLaughlin was asked if he knew what led to the shooting, he replied, “Unclear, but there was definitely drugs involved.”
The shooting remains under investigation and he said it’s likely any charges will go through the county grand jury for possible felonious assault and tampering with evidence.
According to McLaughlin, as far as he knew, the victim was in stable condition.
Congrove remains in the county jail after his bond in a Common Pleas Court case was revoked on Thursday. He was indicted in September for two counts fourth-degree felony assault and misdemeanors of aggravated menacing, obstructing official business and resisting arrest for allegedly biting a police officer, attempting to grab his taser and kicking another police officer in the face during a physical altercation while they were trying to take him into custody for an incident in St. Clair Township on July 26, 2024.
An affidavit said he started to resist and got into the altercation with police, who took him to the ground and tased him during the scuffle. He also allegedly gave several fake names and lied about his identity. A status hearing in the case is set for April 25.
A motion to revoke bond in that case was filed by the state, saying the state was aware that on March 12, the defendant was involved in a shooting incident and the state believed additional, more serious charges were forthcoming against the defendant.
Common Pleas Court Judge Scott Washam granted the motion and ordered him held without bond pending further court order for violating the terms of his bond.
