Columbiana official: Residents pleased with recent road projects

COLUMBIANA — During his report Tuesday night at the regular council meeting, City Manager Lance Willard passed along the appreciation of many satisfied residents that the recent work had been completed at the Lisbon Street underpass during the past several weeks.

Willard explained Thursday that the Lisbon Street project was made possible by the Ohio Department of Transportation’s Small City program. The city was awarded $1.5 million for roadway improvements both on Lisbon Street and Fairfield School Road within the city limits, which basically amounted to 95 percent funding for the project.

The roadway improvements on Lisbon Street were about 2,400 feet to the westerly city limits from the intersection of West Park Avenue and included the road surface beneath the underpass.

For the Fairfield School Road project, the contractor also completed from the intersection of Fairfield Avenue south to the southernly city limit.

“The existing Fairfield School Road roadway consists of several layers of asphalt on top of an anticipated aggregate base. The existing pavement width is approximately 22 feet with graded shoulders, open ditches and drainage on either side of the roadway,” Willard said.

There were numerous cracks visible in the existing pavement and both corridors are major areas not only for the city’s downtown business district, bus routes for the schools as well as properties on the west side of the city.

Lindy Paving was the contractor and started the work on the Lisbon Street portion of the project in June. The company’s bid was $1,296,682 and had 120 days to complete the 6,800 feet of roadway.

At Tuesday’s meeting, Pat Tingle of the Restoration and Beautification (R&B) Committee also addressed council about the future of Firestone Park, recounting the many projects that have been completed by the R&B and reiterating the importance of working together to keep the park moving forward.

In other action, council:

— Appointed Heidi Dattilio to an open seat on the Tax Incentive Review Council.

— Concurred with renewal of the TIRC’s commercial and industrial Community Reinvestment Area agreements.

— Repealed the current 1482.99 and replaced it with the new and amended 1482.99, which governs city residents who commit multiple housing violations or hinder housing inspectors.

– Approved the second readings of 24-O-3261, which also is known as the vicious dog ordinance, and 24-O-3250, which establishes rates for the Columbiana Cemetery.

The next council meeting will be held at 7 p.m. Tuesday, Oct. 15 in council chambers in the Columbiana Municipal Building.
