I see no problem doing it with registration. In terms of fraud, it really changes nothing... it's the exact same form being received as an emailed PDF or simple form information as opposed to a mailed paper copy. From there, it would be vetted the exact same.

Now actually voting online is a different beast, and we're nowhere close to that. But there's no additional risk beyond what there is now for coming into the 21st century on registration, in my opinion.
