LISBON - Jill R. Fulton, 38, West Martin Street, East Palestine, was served a secret indictment issued by the Columbiana County grand jury on charges of complicity to the illegal assembly or possession of chemicals for the manufacture of drugs, a second-degree felony, and complicity to the illegal manufacture of drugs, a first-degree felony.

Court documents allege during January and February, Fulton assisted Bradley A. Carpenter and Daniel and Heidi Todd in obtaining the chemicals needed for the assembly of methamphetamines. The Todds and Carpenter also received open indictments in March.

In another matter, the grand jury issued no indictment against Stephen T. Vishak, 19, state Route 518, Lisbon.

Vishak had been accused violating a protection order. According to county Municipal Court records, which had bound him over to the grand jury, Vishak on was accused of going to a Prospect Street apartment to see a girl, who there is a protection order barring him from seeing. The girl's mother would not allow him in and called police. Vishak has a previous conviction of violating a temporary restraining order.

By issuing a no bill of indictment the case is dismissed.
