EAST LIVERPOOL Richard E. "Dick" Ashbaugh, 86, of Spruce Court in East Liverpool, died Tuesday at St. Elizabeth Health Center in Youngstown, following a brief illness. Arrangements, which are incomplete, are being handled by the Dawson Funeral Home.
