Waving at passers-by and working to bring attention to their fund-raising event are 9-year-old Paige Foley, 7-year-old Gage Owens, both of Lisbon along with Santa, aka Tim Palmer. The photo project was a fund-raiser by members of the group, Voice for Columbiana County Dogs, a volunteer, non-profit group raising funds to care for sick and injured dogs at the county dog pound.
