I find it amazing that council has $40,000 to give to SOD, and was unable to fund the housing department, without raising the landlord fee. Why when there was so much carryover and now a line item for Mr Nestics pet project was the landlord fees raised instead of being funded as Sod will now be. I know why so we could hire another inspector to stand in the gas station and drink coffee and landlords could raise the rent on the backs of the working poor and the elderly. You won't raise the income tax to help fund departments but you will raise fees on those less fortunate. HIPOCRITES!!!

I say again, why so many committees and departments and groups for economic developement, but we don't see any. Anything done in this town is done by the people themselves who want to bring business here or grow their business on their own. Then Kosiba and Nestic grab onto the glory at the end. These groups produce nothing for all the thousands given to them.

If, it wasn't for my $40,000 tax dollars Mr Kosiba wouldn't have a job. Since I'm paying his salary. I have a right to know how much his benefit package is worth. What is it? Who is his boss, or is it all him. Just how many jobs can he stand in front of God and country and say I brought them here. I can't think of any.

On Jan 21 (week ago) we gave more:

City Council's Committee of the Whole agreed 5-1 Tuesday to recommend committing $21,000 as start-up money for a reactivated Community Improvement Corporation.

Sustainable Opportunity Development Center Executive Director Larry Kosiba made a presentation to the Committee of the Whole last month regarding what's needed to resurrect the CIC

Councilman Dave Nestic, who chairs the Committee of the Whole, said a CIC is much like a port authority

Cushman said he was uncomfortable with giving $3,000 from each council member and not having any control. He questioned where the rest of the money would come from to fund the CIC, with Nestic saying the CIC could get grant money. Kosiba said the money from council could also be used to leverage other funding.

Whoa. This is getting way past ethical. How did any of this get this far out of hand. I think somebody needs to back up about a 100 steps here. First, SOD is a non profit organization. The City can not just simply partner with a non profit organization. There a laws regulating this. If they choose to they have to use grants, not tax dollars. We are not donating this money to them. SOD is not a government entity. The secretary of state's office governs and controls all this and investigates these matters. I don't even know how SOD could possibly be accounting for this funding on their own books.

I don't even think it's ethical for Nestic to be doing this. Maybe a quick call to the ethic's commission might just be in order and I think the Mayor's office better be finding out. SOD does not do this just for Salem they do for the surrounding areas. Our tax dollars can not be used to benefit other communities, it has to stay here in Salem.

Just because we sit back and allow these public officials do what they need to do for our city. They still have to account for our tax dollars right down to the penny. This BS that Nestic is putting out there is wrong. The City council has to account for that money to the taxpayers. Every penny. They HAVE to have control. They have no authority to take tax dollars and invest it into something and say...HAVE IT. That is BS.

Nestic is overstepping his authority. I can't even get my head wrapped around why other city council members are letting this happen.

Welp, guess what? At the end of the year every penny they declared they needed for that had better be accounted for. They just can't raise it and tell the public why they need it and then take the money and apply it someplace else. It is illegal to do it. They publicized it.

I agree with others on here. I think city council members should address these concerns. I know my wife and I have them. I am not saying this is wrong what they are doing but I think they have a responsibility to us and they are not exempt from explaining or discussing why they have taken these steps. That is a lot of money going to that organization and where is the result and progress report outlining the previous money the city has already entrusted them with?
