When an ordinance is passéd by emergency clause it can not be subject to referendum. Which in my opinion takes away the right of a citizen to appeal the ordinance. It takes away the right of the people to change what is wrong. I for one already know of renters who are being affected monetarily by this ordinance. It is my opinion that the Mayor could care less about the elderly an the working poor of this city. What is the Mayor afraid of???

Mr Goll haven't you noticed almost every piece of legislation that Salem passes they put the emergency clause on it. Albeit the Ohio constitutional intent was that the emergency clause only be used for true emergencies. But by putting the emergency clause on an ordinance it does limit the power of we the people. Personally I think it is a practice that needs to stop and only used for it's original intention and that is in the case of a real emergency. But I doubt that will ever happen. Elected officials are more interested in their quest for power than they are about protecting the ideals of a government of, by and for the people.
