It was Gov. Strickland a democrat that singed into law that it was the State that had authority to set the requirements to where wells would be placed. Cyndi was right on this one. The city does not have any say in where wells are placed. But if you looked at the state requirements for well placement putting a well downtown would not be permitted by state requirements. : )
