To be clear, the dammage pattern doesn't necessarily have to be circular for tornadoes. What they will look for in damage is any indication that it was convergent (or stuff blown in toward one another), as the small area of rotation would cause the damage to pile up like that. If it'd divergent, or items blown away from one another, tornado is ruled out fast.
