These people get into public office and immediately become gods or kings or something and think they can do whatever they want without any idea what the law says they can or cannot do.

Sounds like someone needs to do some explaining. I am pretty sure past councils have used that "it is for personnel reasons" as the only explanation for executive sessions. But that does not make it right. If it is the law and they are required to give a little more information, than that is what should be done. Was the law director there? We do have an attorney and former judge sitting on council, surely he would have known the statute on executive sessions, especially since he was participating in it. Was he aware of what was given as the reason for the closed door meeting? If so why did he not correct the situation. I don't think you can hang this all on one councilman, that may not be aware of the statute wording, even if he does chair the committee of the whole.

Thanks Mary Ann for including the Sunshine Law info in your article. The article managed to call out the council members on it nicely. And hopefully it made more people than just me aware of the illegality of the meeting. I would have to believe both lawyers (and others) there knew of this though--it's disappointing they didn't resist.
