Also, it's once again the likely false assumption that the perpetrators are under 18. It's like the fools who refuse to admit that the bulk of the drug issues actually come from Salem residents age 30+, with the younger people trafficking between Youngstown and East Liverpool are adding insult to injury.

Luckily since no one wants to admit the truth, the Roses and Thorns can continue to use their "punk factor" buzz term (which through years of context can be defined as bad juveniles), because the old people reading the paper are jaded enough to believe it

"Drummond said a suggestion was made after those incidents were reported that perhaps requiring people to produce photo identification to purchase spraypaint could act as a deterrent for vandals. Maybe they won't bother if they have to show ID to buy the paint."

No.1 - your ordinance would only cover the city of Salem. No.2 - do you really think these people are PAYING for this spray paint they are using???
